In this case, I would add this element as a new ElementProperty.
The first step is to add the HystereticSM material. I just added it.
You can check it here, on our public repo for the external solver files:

You can grab that uniaxial material model and put it in the correct folder in your STKO installation directory.
If you think this approach is fine, we can do it similar to the HingedBeamPP or the BeamWithShearHinge Element properties we have in STKO.
But we need to decide one important point:
The user is responsible for providing the backbone curves via existing HystereticSM materials? or should this element write those materials on-the-fly according to the shape of the cross section?
