region and Rayleigh

Is there any tutorial that explains the difference between the region and Rayleigh commands? It's a bit difficult to understand what's written on the openseeswiki
When I assign an incorrect region value to a soil mass, ground motion does not cause soil deformation or increase in pore water pressure. What is the reason for this?
However, after adjusting the values of the parameters in the region, the ground motion was successfully applied to the soil mass, resulting in normal deformation of the structure and an increase in pore water pressure

They are the coefficients of the Rayleigh damping. You can google it to understand how to compute them properly
